Abstract
The study focused on management strategies of online learning environment in promoting collaborative learning skills in higher learning institutions in Arusha City Council. Constructivism Theory underpinned the study. The study adopted qualitative approach with case study design. Purposeful and quota sampling techniques were used to select a sample size of 56 participants who were 52 students, 2 lecturers and 2 administrators. Questionnaires, interviews, and observation techniques were used to collect data. Data were analyzed through thematic analysis. The major findings revealed the management strategies employed in management of online learning in higher learning institutions. Other major findings are, few regular orientations and trainings, unstable system connectivity, inadequate of online learning experts and financial constraints are the challenges facing higher learning institutional management on online learning environments. The study recommends that higher learning institutional management have to prioritize the development of robust online learning infrastructures and reliable internet connectivity, high-performance servers, and scalable learning management systems.
